Civil service pensioners alliance
Later Life Ambitions
Later Life Ambitions brings together the collective voices of over a quarter of a million pensioners through the National Federation of Occupational Pensioners, the Civil Service Pensioners’ Alliance, and the National Association of Retired Police Officers Association.
We aim to encourage today’s decision makers to confront the challenges of tomorrow.
Who are the LLA

Later Life Ambitions, or the LLA, is formed of three founding organisations, CSPA, NARPO and NFOP. We all share the same goal of ensuring that the voices of those in later life are heard, in 2014 we joined forces to form Later Life Ambitions. For the past decade we have campaigned for the rights of pensioners across the UK.
The Budget for Later Life: What we're calling for
The Budget for Later Life builds on the 2023 Pensioners’ Manifesto, which received strong cross-party support. We are setting out a practical framework for action. This Budget is not only for our members, but for the 13 million people currently in later life across the UK.
By 2030, there will be almost 14 million people in later life, each with their own ambitions and needs. Unless today’s policymakers act with foresight, the struggles faced now will continue to affect generations to come.
This Budget presents our plan for a fairer, more sustainable deal for older people. we urge you to stand with us and add your voice to our calls for a fair deal for living well in later life.
- Protecting the State Pension
- Reducing the tax on pensions
- Tackling the gender pension gap
- Supporting older people in the workplace
- A minimum income guarantee
- Widening access to public transport
- Making housing safe, secure, accessible and adaptable
- Supporting health and social care

The election toolkit
This toolkit has been created to support members to engage with local candidates in the election, including guidance on how to find out who your local candidates are, how to contact them and what to say. It has been designed to be as user-friendly, straightforward and simple, because we want everyone to have their voice heard.
The manifesto: What we campaiged for
By 2030, there will be almost 13 million people in later life. They will have aspirations for themselves.
The issues pensioners face today will also impact on future generations of pensioners, unless today’s policymakers are willing to confront the challenges now.
This manifesto lays out our vision for a better deal for older people.
- The UK Government to create an Older People and Ageing Commissioner for England and Scotland.
- A National Social Care Service integrated with the National Health Service that remains free at the point of delivery
- The UK Government and the devolved administrations to combat digital technology’s role in social exclusion and access to services
- All political parties to make manifesto commitments to guarantee the State Pension triple lock for at least the duration of the next Parliament.
- All new homes to meet the Lifetime Homes standard with a national strategy for more adaptable, accessible homes across all tenures.
- Investment in local bus and rail services for uprated concessions and for improved accessibility and assistance for older people on all new bus and railway stock and facilities.
